HEA Policy Shifts Update: How Are Educational Stakeholders Responding?

By Agile Education April 23rd, 2025

In our previous post, Adapting to HEA Policy Shifts Under the New Administration, we looked at early signs of change in higher education policy. Now, we’re digging into what’s happened so far—and what may still be on the horizon. As HEA updates take shape, one thing is clear: flexible solutions and trusted partnerships are more critical than ever.

Read on for the latest legislative developments, what they mean for stakeholders, and how education solution providers can maintain strong relationships and outreach amid these evolving conditions.

Proposed Changes Continue To Shape the Future of Higher Education

The future of higher education is being reshaped in real time, as proposed policy changes under the new administration continue to stir debate and uncertainty across the sector.

Most notably, the president recently signed an executive order calling for the dismantling of the U.S. Department of Education—a bold move that would shift key responsibilities to other federal agencies. While the administration has promised to preserve essential services like Title I funding, Pell Grants, and support for students with disabilities, the full dissolution of the department would require congressional approval. That’s no small hurdle, especially considering the federal government still provides roughly 14% of all school funding.

At the same time, Higher Ed Dive reports the Department of Education is preparing to roll out regulatory updates to student aid programs, including changes to the Public Service Loan Forgiveness (PSLF) program and two income-driven repayment plans: Pay As You Earn and Income-Contingent Repayment.

But that’s not all institutions are juggling. According to Inside Higher Ed, the administration is also cracking down on the student visa system, prompting colleges and universities to reassess how they support global learners. And NPR reveals the Supreme Court recently ruled 5–4 in favor of freezing DEI-related education grants—despite lower court opposition.

Together, these changes point to a fast-moving, high-stakes environment—one where institutions and their partners need to stay informed, adaptable, and ready to respond.

How Are Institutions Responding to Federal Changes?

Amid sweeping federal changes, colleges and universities are being forced to act fast. Institutions like Johns Hopkins University are eliminating thousands of jobs due to reduced funding, while others, such as Duke, are freezing hires or even rescinding grad school offers. Some schools are stepping up in support of displaced workers, too—offering free courses to federal employees affected by job cuts, especially in areas like Northern Virginia.

At the same time, many academics are speaking out through protests, legal action, and public statements, while international researchers are rallying behind academic freedom through global petitions.

These disruptions are also pushing institutions to rethink strategy by:

  • Exploring new funding sources like philanthropy, private investment, and community partnerships.
  • Building stronger coalitions to protect access and uphold inclusive values.
  • Reimagining how they define—and deliver—quality education.
  • Re-centering core values in both actions and messaging.

It’s a challenging moment for higher education—but one that’s also encouraging innovation, resilience, and renewed commitment to access and equity.

How Solution Providers Can Align With Higher Ed Needs

For education solution providers, the shifting policy landscape calls for flexibility and awareness. Institutions need tools that support compliance, adapt to evolving equity goals, and drive measurable outcomes. Rigid, one-size-fits-all platforms are falling out of favor—providers must position their solutions as responsive, customizable, and aligned with today’s institutional priorities.

Here are a few ways education solution providers can meet these needs and stay ahead of the curve:

  • Ensure compliance and legal protection: Offer solutions that help schools comply with evolving policies while ensuring transparency and legal defensibility. Features like automated compliance tracking and clear data reporting tools can reduce risk and build institutional confidence.
  • Provide flexible solutions: Build customizable, modular solutions that schools can adapt to their specific needs. This kind of flexibility allows institutions to pivot quickly as regulations or priorities shift.
  • Lead with expertise and support: Position your brand as a reliable partner by offering thought leadership and practical guidance. Host webinars, share whitepapers, and provide advocacy tools that help institutions navigate policy changes and stay informed.
  • Use data for smarter decisions: Use robust education data from partners like Agile Education Marketing to shape your outreach and help schools make smarter decisions. Supporting compliance and improved student outcomes starts with actionable insights.
  • Demonstrate clear impact: Showcase real results—like improved retention, student success, or workforce readiness—through case studies and client wins. Emphasize ROI through cost savings and job placement improvements, helping schools see your solution as a worthwhile investment.

As education policy continues to evolve under the new administration, institutions are doing their best to keep pace—and solution providers should be just as agile.
